USAN is currently looking for a Service Provider Provisioning and Billing Manager. This position will be responsible for managing all telecom expenses and vendor relations. The ideal candidate will have experience auditing/reconciling bills, negotiating contracts, and meeting with telecom vendors.


  • Analyze business requirements and provide solutions for customer and internal communications needs
  • Continual proactive correspondence with vendors holding them accountable for delivery due dates and service level performance
  • Nurtures relationships with suppliers to negotiate the best prices and delivery of orders
  • Interact with key stakeholders to determine product and service needs
  • Help translate technical information into a non-technical representation of circuit orders
  • Continually evaluate and improve processes and procedures to maximize efficiencies
  • AWS, Azure, and GPC Invoice Reconciliation
  • Review all telecom, cloud, and other service provider invoices to ensure proper billed amounts per contracted rates.
  • Open dispute cases with vendors as required
  • Forward internal notification of review and amount to pay for each invoice via email
  • Update the Invoice Monthly Reconciliation tab in Office 365
  • Update the Monthly Expense Tracking report and distribute
  • Update the Monthly Summary report and distribute
  • Determine and Distribute taxable amounts from invoices that are passed through to USAN customers
  • Determine and Distribute cross connect charges for select customers based on contract language
  • Work with carrier and CSF to procure new:
  • Toll Free Numbers
  • Direct Inward Dialing Numbers
  • Port in or out Customer owned numbers. Coordinate LOA’s, release forms, etc.
  • Company Cell Phone Admin
  • Cell phone distribution, tracking, repair / replacements
  • Gather and Review Provider Plan Quotes prior to end of current term
  • Present analysis and recommendations to Senior Management for selection
  • Assist with ad hoc tasks required within the department


  • Excellent organizational skills, with the ability to manage multiple projects and shifting priorities.
  • Strong analytical skills and methodical in problem solving
  • Skills to independently manage projects, create business cases/ executive presentations and implement process changes
  • Ability to read and comprehend vendor contracts and service level agreements in order evaluate and identify cost savings
  • Telcom Carrier Management experience is preferred but not required
  • Cloud provider (AWS, Azure, GCP) management experience is preferred but not required
  • Technical knowledge of telecommunications circuit types, both data and voice
  • Experience auditing/reviewing IT invoices
  • Experience managing small IT/Telecom projects
  • Experience with managing vendor relationships
  • Experience with MS Office Products (Word, Access, Excel, etc.)
  • Business office skills such as product pricing, vendor management, economic modeling of products/decisions
  • Prior experience working in a provisioning capacity
  • Deep understanding of Excel including the use of Pivot tables, VLOOKUPs and Macros

Technology Related Skills

  • Intermediate to advanced skills in Microsoft Office products (Excel, Word, PowerPoint)
  • Basic SQL database knowledge and experience
  • Experience automating vendor invoice information into a central repository
  • Experience with Cloud Health or similar cloud service cost optimization software
